About Tom Mann

Tom Mann qualified as a doctor from London University and worked in Glasgow and Manchester before moving to London and General Practice.

After nine years as a Principal, he joined the Department of Health as a senior civil servant. In that role he worked on policy for the reforms of then Secretary of State, Kenneth Clarke. Tom held posts in policy and performance management until his appointment as Head of Public Health Division. In that role he headed up the DH's Clinical Governance Programme and devised the BMJ's Clinical Evidence Publication. He then began to work in the NHS where he became Regional Director of Performance for the North West Region, a position he held for three years before joining Bolton & Wigan Health Authority as Chief Executive. During this time, he helped to reorganise major services across Greater Manchester including Children's, Cancer Services and Heart Disease.

He then left the NHS for a period as Executive Director of Inventures, a new private/public partnership enterprise. Tom then moved to Commercial Directorate of the Department of Health to head up the medical team for the Independent Sector DTC Programme (ISTCs). He then became the Director of the National Implementation Team for ISTCs. After closing the first ISTC contracts, he left the Department of Health and set up his own consulting company (DHF Ltd) which advises the public and private sectors on health care strategy and service development. In 2005 he moved to Capio UK where he became CEO of the UK and a SVP of the Group in Gothenburg. With Private Equity backing, he and a team attempted a £700m leveraged buy out of the UK Company after which he returned to Management Consultancy with DHF.
