Welcome to our first news letter which we will be issuing  quarterly aiming  to keep you up to date with the latest changes in European legislation affecting the electrical and electronic industries.

New Official Journal for EMC and other Directives now Published!

 

On 11 April 2012, the EU Commission published its latest Official List of Harmonised standards for compliance with the EMC (2004/108/EC) and R & TTE Directive.

 

Only standards listed in the Official Journal can be used for the EU Declaration of Conformity (DoC). The lists are regularly updated and published twice per year and include new standards or amendments to existing publications or superseded publications. Most European Harmonised standards are broadly based on their International CISPR publications. The list of EMC Standards can be found by visiting:

CISPR 32/EN 55032

 

After several years in the making, the new Multimedia International standard CISPR 35 has been finally published a few weeks ago. The European equivalent (EN 55032) has also been published and will be included in the next Official Journal (late 2012) of the European Union listing EMC standards. It is expected to have a d.o.w (date of withdrawal of conflicting standards) around March 2015.

 

CISPR 32 (EN 55032) will eventually replace CISPR13/EN 55013 (AV products) and CISPR 22/ EN 55022 (ITE) but  dates haven’t yet been decided. CISPR 32 has a wide scope and includes many products currently in the scope of several EMC publications.

 

 

Environmental Issues

 

                                          Recast WEEE

 

Waste Electrical and Electronic Equipment Directive - Looks like there is some delay in getting the new WEEE Directive published. They seem to be having problems translating it into all the necessary languages, plus we understand that member states have expressed objections over some of the text. The Recast WEEE when eventually published will replace current WEEE Directive 2009/96/EC

 

RoHS

Restriction of the use Of certain Hazardous Substances in electrical and electronic equipment is also being reviewed with a RoHS II coming into force on the 02 Jan 2013.  Several changes have to be implemented, one of which includes the need to list RoHS and applicable standards in the EU D of C of effected products. A new standard for compliance with the Recast RoHS is now in the voting stages  - FprEN 50581:2012

On 12 April 2012, BIS launched a consultation on the implementation of the RoHS Directive in the UK  The consultation can be read in conjunction with the consultation stage impact assessment.  Please note that whilst that document is marked “Final” on the cover, it is in fact the Consultation Stage impact assessment.  A final impact assessment will be made after the consultation process is complete.
