The Polish Government took a major decision on 13 January 2009 to include nuclear energy in the country's energy mix.

France can be and hopes to be a special partner for Poland in setting up this nuclear programme. France decided in favour of nuclear energy 40 years ago as a way to increase her energy independence and has never looked back. France's installed nuclear capacity accounted for 77% of the power generated in my country in 2007, giving it, together with hydroelectric power and other forms of renewable energy (12.3%), one of the lowest CO2 emission rates among the OECD countries.

Poland is now making a choice for the same reasons, in a world in which energy has never been more crucial or more subject to political and climate change contingencies. France advocates a European energy policy that addresses these issues. Nuclear power has a major role to play in this context. With stable and predictable costs, the price of fuel is a minor factor in the price of the kWh. Supply is ensured.

Naturally energy independence and security come at a price. The initial investment needed is large and legitimate public concerns must be addressed. Nuclear energy involves responsibilities: governance commensurate with the issues to be dealt with, sufficient forward planning in view of the service life of the facilities, employee training, safety rules and planning covering the entire process through to facility decommissioning and waste management.

As provided in the strategic partnership agreement signed by France and Poland on 28 May 2008, France is prepared to make its nuclear energy expertise available to Poland as from the preparatory phase, into which we are now moving and which includes the establishment of institutional rules, training of the requisite managers and specialists and introduction of research infrastructure, especially for future-generation reactors. France considers that Poland's choice is of the utmost importance.
