The Rise of Cobra is not your grandfather's G.I. Joe. It's more like C.G.I. Joe with explosive special-effects action sequences that provide the film with a surplus of "Boom Boom Pow" (to quote the Black Eyed Peas song that drives the end credits). This blast from the summer past is very much like the metal-munching nano-mite missiles a (literally) mad Doctor (Joseph Gordon-Levitt cashing in some of his indie cred) and McCullen, a Scottish weapons dealer (Christopher Eccleston), threaten to unleash upon the world. It never stops. Ever. The original G.I. Joe action figure was an all-American hero. These Joes are--all together now--"the best of the best," an elite multi-national squad. Two soldiers, Duke (a buff Channing Tatum), an "on the ground, in the fight" kind of guy, and Ripcord (Marlon Wayans), his wisecracking best friend, are rescued by the Joes after they are ambushed while transporting the missiles. These are no ordinary Joes. Snake-Eyes (Ray Park) is a silent ninja, Stella (Rachel Nichols) a bodacious brainiac, Heavy Duty (Adewale Akinnuoye-Agbaje) the imposing weapons specialist, and Breaker (Said Taghamaoui) the techie. They are led by gruff Gen. Hawk (Dennis Quaid), who barks out lines like, "When all else fails, we don't," with polish. Duke and Ripcord are recruited to join the classified unit after Duke discovers that Ana (Sienna Miller), his former fiancée, is in cahoots with McCullen and now sports the sinister moniker the Baroness, not to mention killer cleavage-enhancing latex outfits. This being the first in a budding franchise, there is much backstory to cover. Flashbacks date back to 1641! But the order of the day is underground military command centers, underwater evil lairs, gleaming high-tech weaponry, breakneck chases, and cool gadgets, such as a speed-accelerating hydraulic suit. It's enough to make you want to dust off your original Hasbro action figures or, the studio no doubt hopes, buy the new ones. --Donald Liebenson

First off the story is almost completely not recognizable. Aside from a few names of characters and some personality traits mostly everything else is "Hollywood" up.
Note, they aren't afraid to push the envelope with the way some of the scenes play out. Both the dialogue & action leads to potential depicted harm and death.
The Story is pretty generic but action a plenty! Most of the time, the entertainment is kept on full blast. Not too many slow scenes in my opinion.
Incorporating some actual principals that are applied in real world fields of specialization, the movie does a weird yet funny job of having the characters carry out these actions.
Mostly good special FX, with few inconsistencies here and there. Over the top but yet still simple, some of the technology & procedures presented is good in theory but was poorly delivered. A lot of Sci-fi fanfare for military operations and toys/gadgets.
Corny scenes and jokes, don't expect to watch the movie and feel like you were enlightened or challenged to think by any means.
Mostly good pacing of the scenes.
The relationship of a certain characters & certain female characters are a bit much. Also the copout of a save, kills the effort done by the actors.

We're in the near future. A weapons manufacturer named McCullen is plotting world domination, and only the secret, super-hi-tech elite team G.I. Joe can save the day. McCullen, however, has his own elite team which is pitted against the Joes, and towards the end of the movie it's all-out war! McCullen's evil cohorts - Zartan and the Commander - are not easily controlled and may just be controlling McCullen for their own purposes...
In short order the well-focused plot explodes with nanite bombs and a nigh-infinite supply of hi-tech gadgets and craft, both for undersea, land and air travel. It's paradise for a sci-fi fan!
The story, too, is explosively packed with charismatic characters, their interrelationships and their background stories. It seems many audiences find this too much to take in, feeling confused and overwhelmed by the non-stop onslaught of cool details and plot entanglements - in this regard I relate this movie to movies like Spider-Man 3 and Iron Man 2, where a lot of people also seemed to complain that there was too much stuff crammed into the stories, but personally I like it this way. I want coherent complexity that doesn't insult my intelligence, and this is what these movies give me.
G.I. Joe is a great movie. It's got super-science spilling out of every pixel, campy characters straight out of a superhero comic book, great actors (Christopher Eccleston! Jonathan Pryce!) playing preposterous villains, and a substantial and character-driven story that looks very good super-imposed on the tongue-in-cheek James Bond-like plot! It's so self-consciously done that it's hilarious. And intentional hilarity signifies highly competent workmanship! In G.I. Joe this competence also extend to the rest of the production values, esp. the special effects which are superb. The end result is so much like a comic book come to life that it cannot but please any appreciator of superhero and sci-fi comics.
To sum up, if you are interested in hi-tech action and sci-fi, then this is one of the greatest sci-fi/action movies ever made, and almost certainly the greatest in 2009. It knows what entertainment value is, and it shows it! This is goddamn great stuff.
It's a pity so many people have dismissed this movie as awful without actually seeing it. That little fact only makes me rate it even higher, as this is probably going down in history as an overlooked and underrated gem. Freakin' 5 stars out of 5, man!
