Sheila Holden is a Chartered Civil Engineer and Town Planner and a Fellow of the Institution of Highways and Transportation. She was awarded the OBE for services to Transport Planning in 1996.

She worked in local government for 30 years , starting out as a traffic engineer and ending up as the Director of Planning and Environment at the Royal Borough of Windsor and Maidenhead. Prior to that she was an Assistant Director (Environment) for Brighton and Hove City Council for 5 years, and worked at East Sussex County Council for 18 years.

 

During that time Sheila has gained a wealth of experience in traffic, transport, planning and waste management issues . She has dealt with everything from accident investigation to handling major development proposals, the procurement of major contracts (waste management and highway services) and introducing decriminalised parking in a major city.

Sheila is particularly interested in the integration of transport and planning issues when dealing with policies and development proposals. She is acknowledged to be a national expert on parking management issues having chaired the Steering Group at the Institution of Highways and Transportation's which produced the national guidelines published last year.

 

She has also developed a keen interest in the improvement of local government services and in the coaching, training and development of managers. She is also able to act as a mentor and coach for those seeking their professional qualifications through ICE and IHT, and would be particularly pleased to offer such support to women.

As well as working Sheila has a very active life away from her desk; she loves walking (especially on the South Downs which she lives close to), gardening, DIY, travelling, ski-ing and socialising with friends.
