Penfold Associates

Penfold Associates is a small consultancy practice offering personalized, knowledge-based professional services in housing, planning and regeneration.

The two principals – Kim and Sandy Penfold – have extensive experience in the UK local government and not-for-profit sectors at senior levels.  Their work has spanned housing regeneration, town centre redevelopment, resource procurement, PFI (Private Finance Initiative), housing stock transfers, strategic planning, and both have contributed to their organisations’ corporate development.  Kim and Sandy have built cross-sector partnerships involving public bodies, not-for-profit organisations, private developers and private funders.

Their consultancy assignments have included environmental scanning exercises for UK social landlords, assistance with bidding for new projects, advice on the appointment of specialist masterplanning consultants, annual report writing, corporate plan facilitation, help with recruitment for senior posts in local government, and planning consultancy work for the Barbados Government which has extended to being members of the consultancy team responsible for re-drafting the country’s planning legislation.  Sandy is also an independent planning inspector for the Bermuda Government.

Kim and Sandy Penfold both have British and Barbadian citizenship and split their time between the UK and Caribbean.
